			<content:encoded><![CDATA[<p>Well, its finally come to an end! On Friday the 17th September 2010, after 5 years, anti-dumping Duty on Chinese origin polyester lining was terminated. No objections were made against the expiry of the ADD, mainly because the European weavers who made the original complaint in 2004 either dont exist anymore or are buying Chinese polyester themselves and  probably passing it off as EU origin &#8211; alledgedly. Duty now reverts back to 8% approx.</p>

<p>The EU Commission, headed at the time by a certain Peter Mandelson, imposed anti-dumping Duty (ADD) on a number of Chinese origin polyester lining fabrics in 2005. The level of Duty varies from 14.1% to 85% depending on how cooperative producers were with the preceding investigation.</p>
<p>Four years down the line the Duty is still in place, there have been rumours about it coming to an end in 2010 but nothing has been announced. In my opinion, the imposition of this Duty was a wrong decision.</p>
<p> No one was dumping polyester into the EU at the time, it was a combination of a weak Dollar and the greater efficiency of the Chinese manufacturers compared to their European counterparts. The ADD was imposed as a result of strong lobbying by the European producers, many of whom were happily importing Chinese greige fabric and passing it off with EU origin (allegedly).</p>
<p> Since 2005 many of these weavers have closed, so the question is, who is the ADD protecting? One consequence of the ADD is that the European garment manufacturers did not switch their polyester lining supplies to European suppliers, they upped sticks and took their garment production to China!</p>
<p> The only people penalised are the few remaining European garment makers who dont enjoy the benefit of lower polyester lining costs. Nice job Pete!</p>
